All actors in world politics have the need for public diplomacy and the European Union (EU) is no exception. Under the aegis of the Jean Monnet Programme, professors who teach college students and do research on EU studies are themselves intermediaries for EU public diplomacy in their home countries via the educational process. Through the practice of education, the messages of EU public diplomacy travel from the EU to the intermediaries and through them to the end recipients -- college students, government officials and even the general public at large. In fact, the Jean Monnet Programme is able to cross cultural barriers and render the EU's various messages more acceptable because the professors sponsored by this programme already have a wealth of research output in EU studies and are able to deliver the knowledge of the EU to college students. Their PhD students who take up academic positions after graduation turn to be the intermediaries of EU public diplomacy, thereby enlarging the influence of the programme. By supporting EU studies in and out of the EU the Jean Monnet Programme, first and foremost, promotes the dissemination of EU-related knowledge and increases the exchange of knowledge and innovation. China is one of the first few non-EU member states to be covered by the Jean Monnet Programme. By studying its implementation in China through interviews with EU officials, Chinese professors and college students who were and are involved in the programme, we will be able to gain a better understanding of why and how it works in the Chinese context. Furthermore, this study on the role of the Jean Monnet Programme in EU public diplomacy, which is the first of its kind, will add first-hand empirical material to the existing literature on public diplomacy implementation through educational programmes. And in itself, the programme has a number of special advantages and can offer useful lessons for the EU's future practice.
